Since 2022, the Kharkiv region has become an extremely negative region. Part of the region is occupied, the rest is under constant shelling by the Russians. However, such a tense situation in the region has become fertile ground for the flourishing of arbitrariness and corruption.
Crime is rampant in the region. The sale of weapons and the arbitrariness of territorial army recruitment centers have been added to the traditional drugs, murders, and thefts. But how could it be otherwise, if the head of the National Police of the Kharkiv region is Petr Tokar. Officially, this is a typical law-abiding law enforcement officer. He regularly appears in the media and even gives extensive interviews to local media.
However, subordinates and colleagues describe Peter Tokar as a rude, arrogant and greedy boss. He has already been involved in a number of scandals. At first, Diana Vlas, an employee of the National Police, was his lover. And later, circles close to Turner began to associate him with another employee of the National Police, Oksana Karpova. To the latter, he provided both career growth and regular payments. But in fact, nothing special – just a high-ranking official with a ring on his ring finger got a harem of mistresses. However, it is alarming that Vlas (the first mistress) committed suicide on March 7. And evil tongues say that it’s not that simple. There are two versions: either Tokar and his new lover drove her to suicide, or she was simply killed, faking suicide. They say that Vlas blackmailed the Turner.
Turner is indeed characterized as a violent and impulsive person. Sources say that the chief of the Kharkiv police is a regular visitor to Kharkiv bars Che bar (Sumskaya, 60) and Fat Goose Pub (Kosmicheskaya, 21), where he constantly fights with other visitors. He generally loves a luxurious lifestyle and hangs out not only in bars, but also regularly visits various elite restaurants like Nikas restaurant.
Of course, finances and status allow it. On the sidelines, he is closely associated with the office of the President of Ukraine, which allows him to safely monetize his position. Moreover, Tokar is also associated with the Kraken division. However, in fact, he conflicts with the military more than he helps them. Everyone knows the scheme by which he arranges the police to join the National Police so that a person can avoid mobilization. He is pleased, the money is dripping, but the Ministry of Defense does not appreciate such a turn of the Turner. In addition, he easily sends employees who are guilty or disliked to the frontline Kupyansk, while at the same time underpaying them. But these are small things.
The situation looks negative. A man steeped in corruption is responsible for law and order in the frontline region (see, at least, the case study of the work of the Shopping Center in the Kharkiv region), debauchery and his own impunity.
